The answer depends on if you are in a calculus class or if you are in another math class and you're just getting a "taste" of calculus. I'm guessing the latter?

Have you talked about limits in class at all?

Well the slope of the tangent at point (x,y) IS the derivative, so this question is even simpler than it may appear.
A slightly more formal definition may say something like:
The tangent line to a function, f(x) at a is the line through (a, f(a)) with the slope Plugging the numbers into the equation for the slope (or simply solving the derivative using the rules for differentiation and plugging in x), you get that the derivative (slope of the tangent line at our point) is: . Plugging in our x coordinate, 1, we get our slope = M = 10. You now have a point (1, 13) and a slope (10), so you should realize that you can use the "Point-Slope formula" to obtain equation for the tan line: , from which you obtain which if you need to simplify, equals 23-10x. Hopefully that was neither confusing nor plain wrong, my calc 1 is way more rusty than it should be.

Well, for starters, "tan line" is my lazy way of saying "the line tangent to the point (x,y)". It's also what you get when you wear a t-shirt for too long in the sun.
I got my answer using "differentiation rules" which if you haven't covered yet, you will cover soon, and they are simply shortcuts to the method you are describing. You can probably look to the next chapter in your book for a list of these rules. All I did was a shortcut to get to the same answer you did.
Anything else not making sense?

haha, no thanks, I'm always happy to do a calculus problem, but I'm not in the business of doing other people's homework so I think you can handle the other one

Why don't you show us what you did for the second one. It's the same problem so it probably just comes down to some little algebraic rule like you said.
