I dont think I would even think about eating a shroom that rotted durin drying. This was posted somewhere else, and I saw somebody suggest that you put the shrooms in front of a fan for at *least* 12 hours, 24 hours idlely, and this will bring them to a state that they can be dried using dessicant. whatever you do, dont dry using heat! this will create a massive loss of potency.

Trying to answer the specific question- Yep, a significant loss of potency, because if there is enough moisture to allow rotting, there is plenty enough to allow enzymatic and oxidation processes that destroy the alkaloids.
