NOTE: It is not clear which substances are banned as journalism has sunk to such a low that apparently we're all supposed to guess. Anyone with this information is asked to post it immediately.

A popular and easy to buy designer drug blamed for suicides and violent attacks is now illegal in New York.
The white powdery substance, known as "bath salts," has been a hot seller in recent months, according to law enforcement agencies and doctors.
The state health commissioner, Nirav Shah, announced New York's ban late Friday. The law, considered a public health emergency order, takes effect immediately.
"These chemicals marketed as bath salts are a growing and dangerous threat," said Shah.
The health department said calls to poison centers related to bath salts have increased dramatically compared to one year ago.
One tobacco shop manager in Manhattan who sells the powder downplayed the danger. He said "people can abuse cough syrup, too."
But federal authorities counter bath salts can trigger suicidal thoughts and other violent tendencies.

BUMP!
Anyone know what substances have been banned? What are the penalties for a violation?

The released statement by Shah indicates only the generic term 'bath salts', but the banned substances appear to be mephedrone and methylenedioxypyrovalerone (MDPV) as this emergency state order was instigated by NY Senator Schumer who is calling for a Federal ban of those two chemicals.

I'm still not sure what this entails. Will the actual legal documents include the term "bath salts"? Will "bath salts" actually be listed as a banned substance? Will this render all bath salts illegal, including those that are actually for use in baths?

That's what I guessed but it doesn't say clearly.
Senator Schumer is the federal senator though. His jurisdiction is not on the state level, and he's only one senator. This appears to be a REGULATORY action.

The compounds contain a number of synthetic chemicals including mephedrone and methylenedioxpyrovalerone.
Looks like mephedrone and MDPV are included, but as to the others it is not clear. Actually the whole thing still isn't clear.
