I know it's probably not ideal but can i use baby bio plant feed on 3 month old cacti succulents?

Possibly too high N, especially for seedlings. What is the NPK on baby bio?
If you were to use it, it would probably be at ~10% of adult strength, and not too often.

It says NPK Compound 10.6 - 1.9-1.4.
Total Nitrogen 10.6

That's not a good ratio for cacti. You want something with N:P:K 1:1:1 proportions at minimum. Many species prefer much more P and K so something with a ratio like 1:4:4 (or 2:7:7) is good.
