The United States is generally not interested in spreading democracy. In fact, it will do almost anything to suppress democracy as it is more tenable to our interests to do so.
I am trying to figure out the situation right now, but I would advise you to take it all with a grain of salt.
Also, foreign aid is not going to drain our economy or reduce job creation, it's a tiny fraction of the budget. Hand outs to various industries, defense spending, the drug war, the national security state and so on is where the waste is.

Not a big fan of foreign aid, but if the governments they put in place are half way competent, I like this policy. People struggling to find a job and feed their family are far more of a reason for the revolts than a want for democracy. If the government can use that money to help their people, there's a better chance the government will last.

Hopefully some people are realizing how counterproductive much of our previous foreign policy has been and giving something new a try.
