RAVE Act Heading to Floor, Act NOW
    #1444015 - 04/09/03 06:00 PM (20 years, 11 months ago)

THE RAVE ACT IS MOVING!
IT'S NOT TOO LATE TO STOP IT: FAX YOUR SENATORS & EMAIL THIS TO YOUR
FRIENDS

Late on Tuesday, April 8, a Senate and House Conference Committee,
without a hearing, public notice or a debate in Congress, attached
the Illicit Drug Anti-Proliferation Act (formerly known as the RAVE
Act) to the Amber Alert Bill (a child abduction bill).

It is not too late to stop the bill - Fax your senators. The main
floor fight is likely to take place in the Senate in the next 12-24
hours so do it NOW
http://actioncenter.drugpolicy.org/action/index.asp?step=2&item=1578

Representatives John Conyers (D-MI) and Bobby Scott (D-VA) valiantly
opposed this sneaky effort to pass controversial legislation.
Unfortunately they were outvoted and RAVE Act provisions did become
part of the bill. These provisions make it clear that "crackhouse
laws" apply to temporary events, such as concerts, dances or
festivals, and add civil penalties of up to $250,000 to the
statute. If passed, property owners can be punished for any drug
offense that their customers commit - even if they work hard to stop
such offenses. This is likely to deter nightclub and stadium owners
from holding events.

On a more positive note, the word "rave" and an earlier "findings"
section that implied that water, glow sticks and other legal items
could be construed as evidence of drug use have been removed from the
bill. We hope that this will ensure that nightclub and other property
owners will not be prosecuted for having these legal items available
to customers. Your faxes achieved this!

With your help we will continue to fight to remove the RAVE Act
provisions from the AMBER Alert legislation, even if the Senate and
House act and the President signs the bill into law. We urge you to
take immediate action.

Fax your two Senators to let them know that you oppose the inclusion
of RAVE Act provisions in the AMBER Alert Bill. The main floor fight
is likely to take place in the Senate in the next 12-24 hours
http://actioncenter.drugpolicy.org/action/index.asp?step=2&item=1578

Let Representatives John Conyers and Bobby Scott know that you
appreciate their fight. Write a thank you note, card, postcard, or e-
mail:

Representative John Conyers
669 Federal Office Building
231 West Lafayette Boulevard
Detroit, MI 48226
John.Conyers@mail.house.gov
mailto:John.Conyers@mail.house.gov

Representative Bobby Scott
The Jackson Center
501 N Second Street
Richmond, VA 23219
bobby.scott@mail.house.gov
mailto:bobby.scott@mail.house.gov

Thank you to everyone who responded to our earlier e-mail alerts, and
to the hard work of all of our coalition partners in the electronic
dance, beverage and hotel industries, along with freedom of speech
and public health organizations. We especially wish to thank those
people who responded to our sign-on letter - Representative Conyers
read parts of it to the Conference Committee.

Finally, we want you to know that regardless of whether these
provisions pass or not, Drug Policy Alliance and our coalition
partners will work with you to mobilize to protect property owners
and prevent the further criminalization of dance or music events. We
will scrutinize law enforcement raids of clubs and properties. We
will work to find ways to help property owners, hotel owners,
nightclub owners and others to keep their customers safe. Finally we
will continue to advocate for legislation that helps ensure the
safety and free speech of the dance and music community and of all
people who are affected by this law.

I don't get it. People can have parties if they want to. The government can't ban parties. They can bust drug-abusers wherever they find them, but they can't ban parties.

Fax has been sent. I hope this does not pass.

It would be against the whole premise of freedom if it was passed.

I sent a fax via the ACLU website; but its already too late. The bill will pass; and i dont see any grounds by which it could be overruled in a court.

I just sent letters through the links you provided. Thanks for the info.

As if the Drug War could get any dumber or more draconian.

There might be a bright side if this passes though. Anybody who is willing to do a little jail time could throw some serious monkey wrenches into the works by selling drugs at Republican Party gatherings! Ha ha! Hoist them from their own petard.

Well, since it already passed one house unanimously... I doubt the time will matter.

The worst thing about it is it's attached to a Child Abduction bill, so anyone who votes against it could be committing political suicide, since his/her opponent can say that he/she is soft on child abduction.

From the New Shorter Oxford English Dictionary:

petard: Hist.1 A small bomb made of a metal or wooden box filled with powder, used to blow in a door etc. or to make a hole in a wall. M16. 2 A kind of firework that explodes with a sharp report, a cracker. M17.1 hoist with one's own petard: see HOISE.

Phrases (of pa. pple): hoist with one's own petard [after Shakes. Haml.] blown up by one's own bomb, ruined by one's own devices against others.

Forget it. If the Senate passed it unanimously, the House is definitely going to pass it. We're fucked. The Fascists win again.

On to Plan B: Selling drugs at Republican Party gatherings! Maybe at Democratic functions, too, since none of those pricks voted against the bill and none of them had the rider taken off in committee.

An AMBER alert bill passed the house 400-25; but the AP report fails to mention the anti-rave provisions; nor is it present in any version of the bill on the house and senate websites. AP does state, however, that it has stalled in the senate because of its attack on judicial oversight. Apparently this was too much even for William Rhenquist, so there might still be some hope for overturning it in a court after all.

We had a similar thing in the UK about ten years ago. It was called the Criminal Justice Bill. It was mainly aimed at new age travellers and free parties, the biggest of which had just taken place at Castle morton with about 30,000 ravers turning up to party. This scared the shit out of the government! There were massive marches thru london and other protests against it but the bill got thru. Hasnt stopped the free parties though and mostly the police just let us get on with it as long as things dont get out of hand.
This bill of your is bad but it seems aimed at promoters so look on the bright side, illegal free parties are much more fun ,the crowd is always alot more hardcore and they are free! fuck the govt they cant stop people partying, they think they can but theres no fucking way. Just ignore their fucked up laws and get the parties on!!
