He didn't say anything about it being profitable. His argument was that 50% of the money we spend on law enforcement and jails is spent on fighting drugs, and the US has the highest incarceration rate of any country. Then he mentioned that we are supposed to be the land of the free.

Cost/benefit analyses of any societal issue can be bent either way, depending on what costs you decide to include. Hence, using a cost/benefit approach to such issues in itself is a meaningless 'policy'; indeed, it is a lack of policy. It is a process that is sold as a policy, giving the candidate the opportunity to not speak his mind on issues or to change his mind in a later stage by then deciding to include different costs or benefits in the calculation.
Having said that, I like the man's apparent 'getting things done' mentality and overall levelheadedness. However, that mentality often borders on short-sightedness and a lack of nuance, which invariably proves problematic in dealing with the inherent complexity of a large society that plays a significant role in an international playing field. But if I were a US citizen, I would definitely want to hear what he has to say as a candidate, in contrast to an epic moron like Donald Trump.
