Can anyone identify this?

Found this in a field in central PA

theirs no stem its just a ball with these jelly like appendages

I'm sure its not edible or anything I would just like to know what it is,

or if its even a fungus?

Looks like Gymnosporangium juniperi-virginianae.

Yes, it's a mushroom, and most of its growth stages are very inconspicuous. However, this stage of the fungus is very visible, as you noticed. Its species name is gymnosporangium juniperi-virginianae, and Tom Volk did a page on it in his Fungus of the Month series, way back in 1999: http://botit.botany.wisc.edu/toms_fungi/may99.html
