Popcorn soak and simmer

SWIM's popcorn has been soaking for 12 hours (it says 24 in the popcorn grain tek). He is ready to load up the jars. Should he just simmer at a lower heat for longer? The kernals still seem pretty hard, like he can't crush them when squeezed really hard.

It has now been 36 hours of soaking. The kernels are still relatively hard.
He wanted to do the PC jobby a la Hippie3 but wasn't sure of how long to put them in there for (they absorbed some water). He was thinking just like 15 mins or something?

You would be best off simmering the corn now, leaving it to drain for an hour and then sterlising it in the pressure cooker.

I just wanted to add to the post about pcing the popcorn. make sure their is about double the amount of water than popcorn or you will start burning the kernals. I used this and my jars are doing just fine.
