Regarding RH for my Location and Situation

Forgive my noobery...

Okay, I have been reading copious amounts for the past few weeks... But need some clarification for my specific scenario:
I live pretty much right on the PNW coast, and as such, am "blessed" with  very high RH most of the time (for the most part, save late summer).....  I will be starting out with just one or two 35gal double-stacked tubs for cultivation, using an adjustable submersible heater in the lower tub (its also always cold here, lol.

Question is:  What would be the ideal RH regulator for my situation?

I was going to go the route of an ultrasonic with a couple "flood chambers" between it and my 35gal cultivation/grow tubs.

Please note that the environment of my grow-room-to-be is VERY dirty and a big fat rotting petri dish of flourishing contamies. Thus; ill probably want to filter the inlet air with a hepa-filter for whatever device I use.

I live in a desert and dont use much for humidity I have a cool mist running 24/7 in the room and seems to do alright with regular misting and fanning. 


Clean your grow room.....

Upon closer inspection... Looks like a "martha" setup with a cool mist probably will be all I need. Considering ambient humidity where I live rarely drops below 70%, lol.  Though, if I move my location from "shack" to indoor closet, the RH is much lower due to the wood stove out in the livingroom....  Hmmmmmmm...  Only time will tell, I guess, LOLz.
