What is in my tank?

It's a hit new show. No, but honestly I am new to the mycology thing and I needs someone's help. I should probably mention that the white spots on the cap come off and their texture is like a veil.

Those are on the verge of aborts/runts. I'd say it's probably a case of low FAE. Keep them in the FC for a little longer and see if they grow any more.

they're pretty large, about an inch and a half long and about 4 cm in width. Should I dunk? I've done it several times for 9 hours. Should they sit on something? I can see that mcy has grown out into the perlite at the bottom, very thick extensions of them, like the enitre cake has rooted 5/8" into perlite

They look fine. The white spots are just mycelium and are perfectly normal.
You don't want to place your cakes directly onto the perlite, however. They will wick moisture and waterlog the cakes. Plus, the perlite will clump to the bottom of the cakes and make it a pain when it comes time to rinse and soak them. Perlite is very, very messy, if you haven't found out yet. 
Place them on squares of aluminum foil, or even on the lids from the jars they were birthed from.

One of them I picked off and it has a wooden sort of dried out texture. I'll dunk them for 12 hours and put them back with foil. Thanks for your help

What kind of fruiting chamber are you growing these in? Dry mushrooms can be a sign of low humidity.

Cakes should NEVER be allowed to sit on the perlite. Next time, follow the brf tek videos and watch your success go up. I'd suspect the cakes are waterlogged since you allowed the mycelium to colonize the perlite. RR
