Latency while recording music

Im trying to record audio with low latency. I use audacity but are there any programs that would record with less latency? or it possibly hardware?

If you're not adding any software pre-processing to the recording, it's probably hardware  (ADC conversion) latency.  Audacity isn't recording through ASIO4ALL is it?

what do i do to improve it if it is a hardware problem?  I think it is running through ASIO4ALL but im not a computer wiz

If it is, you'll have a green icon in the system notification/tray area (near the clock) with an arrow in it.  If you double-click it, you'll get a screen like this.  Go through each of the items in the list and:

- Set ASIO Buffer Size to the lowest you can without getting popping/cracking
- Set latency compensation to 0 Samples for both IN and OUT
- Set Kernel Buffers to 2 (if not already done)
- Disable hardware buffer
- Disable "Always Resample" 44.1kHz to 48kHz
