Thick Layer over Mycelium in Tray?

This is my first attempt at some sort of bulk. I have only done cakes before this.
I have some 6qt shoe box size trays in fruiting conditions in my greenhouse. It took a while for them to start pinning, about 2 weeks. Now the pins are growing very slowly, the largest one being about 1 1/2 inches tall after 4 days of growing.
There is also some kind of thick film over the mycelium that the pins are having a hard time breaking through. A lot of them are stuck under it unable to make it up.
Took some pics.
Does anyone have any ideas or advice on what to do, if anything?

the pins do not develop under the surface and 'break through',
they develop from the surface of the mycelium.
the mycelium itself forms pins.
its your fruiting or substrate conditions that have to be changed;
too much water, not enough fae, and so on.
youre growing from spores, right? -> multi spore genetics

Yes I know they are not supposed to develop under and break through. There is something over the mycelium, I do not know what it is.
When I get it wet it makes it more transparent as shown in the pic, and you can see all the little brown pin heads underneath it. I almost want to peel it off but it rips. It has the consistency of, I don't know...like a thick jello maybe?
I do not know what caused it to happen so I hoped someone else had experienced this, as I have 4 more trays behind this one and I would not like a repeat of this.
Yes MS spores, to rye, to coir/verm/gypsum.

The only thing I read on here after searching that it sounds close to is overlay, but everyone says it is rare, and everyone thinks they have it when they don't, and that it only occurs when cased...so I did not want to ask if that is what it is...
But if it was that, what should I do? Is there anything I can do to help? Or if it is not overlay, any suggestions?
I am sad about my first tray

It took some time for it to begin fruiting, almost 2 weeks.

I'll take a stab at it and say its just myc thats soaked up water Ive had gelatinous opague myc full of water on the bottom of my trays occasionally

That's the weird latex-y thing that surface myc does sometimes. I'm not sure when or how it happens, but I've seen it many times. I've seen tubs/trays looking perfectly normal during colonization then this happens to them. It's a mystery but doesn't seem to be bad.
Just give those pins some time, they'll push through. That skin isn't very strong, you can break it with very little force.

What about when you have a casing layer? Is the mycelium supposed to grow through without colonization? I have a bag of Coprinus comatus which has some mycelium growth over the peat moss/gypsum casing. I had assumed the mushrooms would pop through the casing layer, but since its got nutrients, I don't know. This is my first time casing anything.

thats strain i call 'a fuckton of shrooms'. wild guess, PESA? they look like mine, anyway. crs is somewhat unique looking, and it's one of 3 strains i've been working with regularly. other strains, i'm not so good at guessing.
