The short review is this: I think that the young professor Sam Moulton is the better researcher than D. J. Bem and has a greater understanding of statistics and how they relate to findings. I also find Bem and Moulton to be pretty closed to each other. And Schooler is the odd ball in the mix for me. I think he's a good researcher, but I do wonder what he is actually observing with this decline effect. Not many answers, but that's good with me. I love mysteries in science.

Is the decline effect the idea that natural laws may not be constant and they can change over time? I was confused by that. If so, it has the interesting implication that our consciousness may play a role in the foundations of what we consider objective reality. The mystics have been saying for centuries that reality is nothing more than a collective dream. Similarly, this would shed light on why certain researchers data shows the statistical significance and others don't - Could it be that the attitude/belief/consciousness of the administer of the study had a measurable effect on the date/outcome? It's like they shoot their intent into the study.

It's the speculation that this may be the case. We know there are natural laws that are not subject to the decline effect as it is currently observed. For example, the force that gravity is exerting is not declining whether I measure it once or I measure it a thousand times. A 5lb weight remains a 5lb weight here on Earth. But whether or not there are some laws that are not constant remains... unknown. Naturally, science would not be equipped to detect events that are not constant.

Ahhhh I see. Things such as psi would fall into this category because intuition is supposed to come from non-physical reality which operates out of time (or at least has a slower time moment than physical reality), so it wouldn't be ruled by causality or natural laws, and doesn't have to be consistent from out POV. Does that make any sense?

It does.
What I find strange about the decline effect is that the decline itself is pretty constant. As in, there is a relatively constant rate of decline, which suggests there may be a rule governing the unknown. If only we could uncover what that is Best I can come up with is another mystic notion: impermanence
