Council moves to prohibit synthetic drugs in Clarksville

The City Council on Thursday discussed a law that would ban certain synthetic drugs inside city limits.

The proposal by Ward 2 Councilwoman Deanna McLaughlin comes amid growing concern from law enforcement about the drugs, which are commonly marketed as plant food, incense or bath salts and sold at some convenience stores at a low cost.

Clarksville Police agents Lt. Phil Ashby and Linda Caver, who addressed the council, said one of the substances — which are currently legal to own, buy and sell — has a chemical makeup similar to meth. The packages say their contents are "not for human consumption," but users can find instructions on the Internet on how to snort, ingest or smoke the drugs.

Last week, The Leaf-Chronicle reported on a woman whose son was hospitalized after a bad reaction to such drugs, sold under the monikers Molly's Plant Food and Red Dove. Another product is called "Charley Sheene" bath salt, Ashby said.

McLaughlin brought a packet of one of the substances to show the council.

"On my way here, I stopped at a store and bought this across from a neighborhood with children in it for $10," McLaughlin said. "I was in and out in two minutes.

"These are drugs," she added. "They act the same as illegal drugs that are illegal to have."

The proposal would allow the police to cite business owners and clerks who sell them. A citation in City Court could carry a $50 fine, multipliable for each individual packet in a store's possession. Ward 10 Councilman Bill Summers suggested the city also consider taking action to revoke business licenses if citations did not have the desired effect.
