Bath salts blamed for death in Alton, city bans product

ALTON • An overdose of a synthetic drug known as "bath salts" was blamed Wednesday for the death of an Alton woman and police said they raided a shop that allegedly sold it, seizing a large quantity of the product.

Officers also found an illegal backroom gambling operation with video gaming devices at the business, Broadway Package Liquor, 2775 East Broadway. Police said they were holding the manager and two store employees — and a man, 52, who allegedly bought the bath salts for Whitehead — pending consideration of charges.

The Alton City Council pushed through a ban on the substance Wednesday night, joining other communities in the area. The ban had already been on the agenda before the death.

Tonia Whitehead, 28, of the 400 block of Brookside Avenue in Alton, died Wednesday at Alton Memorial Hospital. Police Chief David Hayes said officers were told she had been on a "50-hour binge," with several trips to the store to buy more, and was found unresponsive at home Tuesday.

Whitehead was the mother of Ethan Allen, 5, who was fatally beaten in 2008 by her ex-boyfriend, Frank Price. He was sentenced to 70 years in prison for murder.

Hayes said bath salts have "no legal or medicinal purpose" but sell for as much as $50 a gram. He said one user told police the drug's effect is "like cocaine times 10." The material is snorted, smoked or swallowed for a quick "high" that mimics the effects of cocaine, methamphetamine or LSD.

Bath salts are available in some liquor and convenience stores under dozens of different names. Their sale has been outlawed in at least two states, and by St. Charles County and Granite City in the St. Louis area. Proposed bans are pending in the Illinois and Missouri legislatures and Congress.

The Illinois Poison Center said it has received 91 calls for bath salts overdoses so far this year, compared to 10 for all of 2010, with abusers ranging from adolescence to middle age. Whitehead was the year's second such death reported in Illinois.

The store and its assets have essentially been seized by the city.
