it does sound like you are just eating up bandwidth with utorrent, which is not really a "problem" per-say, rather it just doing it's job.

if you can think of your internet's top speed as a big empty tube, and the things you do on the internet filling up that tube, only so much stuff can fit it in at one time (thus, "top speed"). so, when your downloading with utorrent, that pipe is super full of data being brought and sent to and from your computer.

so you get what seems to be a frozen interent. its cuz all of your bandwidth is dedicated to downloading (and uploading) data. (and this obvioulsy aplys to all the computers on your network becuase they all use the same tube)
you cant fit anything else in a place that doesn't have any room in it.

but, you shouldn't necessarily set a d/l speed limiter (why limit speed EVER?), rather you can use the pause option when you want do some internets surfins, and resume them when you are done.

utorrent also has a scheduler so you can add torrents to utorrent, and they wont start till the scheduler tells them too.

also mind that there is a d/l speed and a u/l speed, and they are two different things; just cuz your not d/l doesn't mean ure network isn't being by utorrent to u/l.

hope that helped, maybe just a little.
