Does pcing kill ALL contam (40 min @ 15 psi) Br/verm 1/2 pt jars

You should be OK but you may come across contams still. The standard for PC'ing BRF cakes is at 15 psi for 60 minutes.
Although before I owned a PC... I used to just steam sterilize my jars... for 90 minutes without pressure... and I had 2 jars contaminate out of around 38.... but I'm sure I was an exception.
I'm sure you'll still have some jars do just fine but don't be surprised is some still get contams.
Next time try to shoot for 60 minutes @ 15 psi... and don't start the timer until you reach 15 psi... not just as soon as you start heating.

I agree with with synthettek. To elaborate; When done properly, with proper preparation, PCing will kill all living organisms creating a sterile environment. Though killing most organisms can be enough to give the mushroom myc a fighting chance. I personally never had very good luck cutting corners, I had very limited success until I went all out to serilize, now I have about 98% success. The other 2% is from when I overlook something or make a mistake.

i dont think pcing kills everything. i think it just kills the majority of baddies long enough for the myc to get a hold

Some (if not all) ungerminated spores/endospores can withstand the heat, which is why we soak grains and such prior to PCing, to germinate these so that they may be killed in the PC. A properly sterilized and filtered grain jar can remain sterile and usable until it dries out. I had some sit for almost a year once. Opened one up to check for a smell, and they were all clean. They colonized perfectly.
