Car question/problem(s)

When i'm driving (mainly)up-hill, i notice a strange smell wafting into my car. It reminds me of what a perm(or a salon)smells like. Any idea on that one?
Also, mainly when I first start my car up the steering is alittle sticky(it is power steering). I think maybe there could be a build up of condensation in the power steering fluid? I dno tho.
I took my car in recently for unrelated reasons and mentioned this to the guy, he didnt seem like he knew much but he suggested rac n pinion, then proceeded to tell me how that runs about $700.
Anyhow, any idea on either of these annoying/upsetting car care worries?

please more specifics.
i dont know what a perm smells like of the top of my head.
but as for the power steering, i am assuming your car is older.. when was the last time you had a ps flush/ and when was the last time you checked the fluid?
what may be happeing is the ps pump is staring to wear taking longer time for the pump to build up pressure in the system causing your temporary stick

i would read up on how to bleed your cars power steering system and do that first
|

You should turn the indoor AC on, for me it looks like a car button with an arrow going directly to the inside back of the car, and the air should be filtered within the car.

Heating element maybe? Does your car run hot lately? Windows fog up?
Specifics?

most cars you at least need to turn the wheel lock to lock to ensure proper bleed. (but there is also a backside to looking something like that up, every car breaks a little differently sometimes it could be a common manufacture problem that would come up with that type of google search)
and during the lock to lock process if you see white bubbles in the reservoir while doing that procedure you have bigger issues on your hands..
i would go as far to say they are "self" bleeding.

auto or stick?
only thing I can think of that smells as such is a burning clutch, it would help to have more details about the car like the year make and model and some detail on the condition, like is the engine greasy, is it regularly maintained or do you only have an oil change when something seriously fucks up

98 dodge stratus, it was a city car and maintained rather to very well. Only has 70,000 miles and it's an Automatic.
I should and will check the PS fluid tomorrow. Not sure if im being too paranoid or not but i've noticed when it's quiet and i wiggle the wheel back and forth(while driving) I can hear a high pitched(not sharp-pitched)kind of wining noise *shrug*

what about the smell/
have you noticed that the car isnt going into a lower gear to climb up the hill/
have you tried turning on your heat (i know it sound ridiculous but) to see if the smell intensifies?
what about your temp gauge do you notice it raise in the slightest? or even more?
and have you checked your serp belts to see if they are worn or not?
and last but not least, your parking brake is off right/
