There are usually less pools in urban areas, because pools are large, take a lot of space, and are expensive (see my first comment).

There could be a number of reasons why someone can't swim, the likely one being death anxiety. It isn't really their fault, their parents probably just never made them learn because they can't swim themselves and if you can't swim you tend to stay away from the water so one never learns.
Knowing how to swim does not in fact you make you any more intelligent than someone who doesn't.

I've never been able to float ....I've tried relaxing and even filling up my lungs with as much air as I can, I always sink.

I know right. It's impossible to sink if you keep your lungs full of air, it takes about half a second to inhale and exhale fully if you put some effort into it so I really don't know how you can drown. Probably their huge baggy ghetto clothes weighing them down or something...

A black child raised by a suburban family in upstate NY is probably more likely to swim than a child raised in a housing project in the Southern U.S.

I worked at a waterpark one summer and noticed this. It has nothing to do with being poor or no pools in the getto Plenty of them would show up every day, but they would all stay in the shallow end. Little black kids that wander to close to the deep end, get that ass tore up by momma.
I think it has more to do with staying alive in the african wilderness than the typical "all black people are poor" excuse.

except most blacks in america are far removed from the african wilderness and many blacks in africa can in fact swim quite well
