Some awesome suggestions here, especially the bear, particularly if he can ride a tricycle.

Deer netting is somewhat affordable, it's like plastic chicken fencing.  But it needs to be 'at least' 5 foot high, preferably 6 or 7.  You can fence off individual plants this way very easily.  My mother fenced off her old backyard this way years ago and it successfully kept dear out until wind and storms finally destroyed portions of the fence.

Bars of ivory soap have been used by people, placed intermittently around a property or bed to ward off dear.  Whether this works or is an old wives remedy, I have not the faintest.
