It depends on the browser that you are using... in IE (internet explorer) you can click tools, internet options, general, delete cookies.

It may not be a cookie. Try adaware. it's free.

I've got a similar problem. I think it attached to my computer's temporary internet files one time when I was looking for VAST lyrics. I know this because in the file name(it's a Internet Explorer icon file) it has "VAST+lyrics" but it also has "!category=gaming;!category=tobacco;!category=adult" and I can't delete it, edit it, move it to the trash bin or view it's preferences. It doesn't show up on AdAware either.
Any ideas on how to kill it? Tried doing a virus scan, and nothing shows up.

If it is in the temp internet items folder, you might try trashing the entire folder and make a new folder to replace the old. Be sure you check the folder permissions/ownership first and restore those as well.

Boot into Ms-dos mode or if it works, just use the ms-dos prompt in windows and delete Tempor~1 that's the folder's ms-dos name.

Never mind. I got a copy of Window Washer, and I checked the folder after giving it a run, and it's gone now
