The search engine will pull all of that info up for you. Every single bit.
If you don't know if you need parafilm, than you really need to read up on the subject. Get a good book. Search the site.
Money? Just a good large PC and a flow hood will cost upwards of a grand.
Or a glove box and a cheapo PC for under a hundred.
I've spent thousands and thousands of dollars on gear. Did I have to? No. Sure makes life easier though. YMMV.
My advice? Get a copy of the Mushroom Cultivator or Growing Gourmet & Medicinal Mushrooms. Read it cover to cover. All the answers are in either of those books.
Read, read and read some more. The answers are all there. If you have to ask such simple questions, you aren't ready for an "agar project."

Dude I was helping you. Do you want me to post one of the many many teks or rewrite one just for you? Sorry man, I wasn't being difficult. What you are asking aren't simple questions, they require lots and lots of explaining. If you have lots of good experience with sterile technique (which this requires above all else) then you have a good start. The whats and whys are simply a lot of info. Searching is your friends here, as well as a good book. There is a good decade of detailed info on all of this stored here on this site. Just trying to be helpful.

Like many other things with this hobby, agar work depends on your preferences and situation.
You'll need either a still air box or flowhood. Still air box is easy and cheap. Flowhood will either have to be built or bought. You can save some money by building but it may take effort.
Some people love plastic petri dishes, while some swear by glass. You can even use the 1/4 pint canning jars.
You'll need a pressure cooker to prepare the agar. If you use plastic plates, you'll only need to pour. If you use glass, then you'll have to sterilize them too. If you are small scale then a small pressure cooker will work.
The shopping list above covers the other items. Callcyco was right about investing into the hobby, a flowhood would be very convenient along with a nice pressure cooker.
You can probably be up a running in a couple of days if you go with the still air box, agar from Asian market, extra light malt from brew store, dextrose from who knows where, 1/4 pint jars from Ace hardware....

as mentioned, if you have gotten this far, you have an understanding of clean technique. do more of that and jump right into it. I'm not sure how much it all costs, but this varies depending on what all you intend to buy.
I have probably the most ghetto SAB ever, no LME, no dextrose, and I'm successfully transferring/cleaning wild and domesticated spores > agar > agar/grain. I am a total beginner with determination, and it seems to be working just fine. Next up: isolating.
good luck!

Health stores are the best "local" sources for agar. I live in an urban city in Massachusetts with a strong asian population and the ethnic stores had no clue what agar was. Health store had finely ground agar. Shit ain't cheap 'tho.
edit: Look up (here) grocery store agar tek. Uses agar and potato flakes.
