Poor/No germination after the third week

So it's week three after inoculation using pf tech. No mold, no competitive fungi, nothing at all really. Average temp has been an even 60, so after reading up on the advice I found here, I bought a fish tank heater (the underwater type, and build a germination chamber in a Styrofoam box. It's one of those boxes they ship meat across country in, so the R value is extremely low (very low heat transfer; 2 inch thick styrofoam). At the bottom I put a dollar store plastic basket, up turned, and rested a drying rack for dishes on top of that. 4 gallons of water brought the level of water high enough to cover the heating unit (the heater I bought is rated for a 5 gallon tank), which, thankfully, has a built in thermostatic regulator. It is set at 80 degrees right now and after running all night, this morning the thermometer read 79.5 One thing though, I haven't taken the tape off the holes on the jars (the PF tech is very unspecific on some points and contradictory on others). Should I take the tape off the holes? I am taking my time with this because I want to get this down to a repeatable process. I plan on using this thread for top-posting a record of the grow, so I can keep track of changes I make and get this process down to a closed loop (spore syringe --> germinate --> mushrooms --> spores --> spore syringe). Any ways. If you know the answer to the tape question, hit it up. If not keep checking and I will post any action that happens as a result of the new box.

With the right amount of dry verm, tape is not necessary, however I still use tape and put a hole in it at about 20% colonization. You say that there is no growth yet, I have to ask if you shook the syringe prior to knocking up & did it run down the glass or in the middle of the cake? If you shot it into the middle of the cake it will be a few weeks B4 you see any growth.

I put 1 cc in 4 holes punched 90 deg apart. So it was 4cc a jar. But the temp was low low low for weeks (just cold as shit since I inoculated). You still see some growth with your tape on though right? By some I mean any. I still am yet to check them for today. This will be their first 24 hours at 80 degrees.

Top post: It's 30 ish hours later and things are going well. Temperature is highly stable 80.4 this morning and no dripping or anything from the box. I really like this design for a germ chamber, and for a diy<30$ the price is very right. It fits 12 1/2 pint jars exactly, and is just about idiot proof. I saw a dime size patch of clean white growth at the base of one of the insertion points last night, so things are looking up.
This is the basics of what the germ chamber looks like:
