No Germination in 12-13 Days

About 12-13 days ago, I inoculated 13 pint jars of wheat spawn with 1 cc per jar of spore solution. In a few of the last jars of the batch, the pressure cooker was acting up and leaking, so they weren't in there as long. Those grains did not look as dry and looked more moist as a result, and they have not contaminated and are actually the only ones growing mycelium for me.
Most of my jars were inoculated with Z strain while the last few jars, the moister ones, I inoculated last with a few being Z strain but the rest (around 2 jars) being inoculated with my free Australian syringe.
Since my Australians are the only ones growing right now, which by the way just sprouted and are only about 10% colonized, I thought the moisture may be too dry in my other jars. However, even the moister jars that were inoculated with Z strain aren't doing anything...
What's the deal? Bad Z strain syringe? Also, the texture of the drier jars, and the majority of the jars, the wheat kernels are rubbery and pretty tough but there's also some liquid still noticeable on the sides of the grains at the inoculation points. What should I do? STILL wait it out or add sterile water?

First off, 1cc for pint jars seems kind of skimp. Did you shake the syringe?
What recipe did you use for your cakes?

1cc is plenty...I use 1cc for quart grain jars...

I did shake the syringe before every inoculation and had 4 inoculation points throughout each jar...and I'm using grain, not cakes.

well i do not have much experience growing mushrooms but i do know that the z strain i ordered from ralph took MUCH longer to germ than any other varieties i had ordered. about 2-3 times longer.

Ahh, I didn't know this, I thought they were supposed to be extremely fast colonizers.
Even still, this has been a long, long time without germination, so I'm going to probably want to add some moisture? To sterilize water, I can just boil it and cool it and then I can shoot some of this water into the jars when it is room temperature? The only problem is, I won't be able to shake the jars to evenly disperse the moisture, because then my spores will be too far apart for proper colonization of the mycelium at beginning stages, correct?

Just set them aside and forget about them. All shooting water into the jar will do is produce a pool of water at the bottom of the jar, making contaminants happy. The water that matters is inside the grains and got there through a long soak time.
"Extremely fast colonizers" is largely hype. If you start from multispore as you did, the genetic recombination shuffles up the individual mycelial genomes. You can take a clone of a rapid colonizer, fruit it, take a spore print, and by sheer chance of which spores land next to which spores, wind up with a slow colonizer.
Also remember they may already have germinated, but are a couple days away from being visible. At two weeks, you're still in a reasonable timeframe.
If you're feeling antsy, build an incubator. What is your room temperature?
