Correct translation of Exodus 20:13 is not kill, but murder.
Once you've got that, the rest of those verses you typed out make more sense. Those are the punishments for the crimes. You may disagree with the morality of it, but there is a difference between killing and murdering.

I'll play, though. Let's have a hypothetical situation. Someone's getting the death penalty, and you're the man pulling the lever on the electric chair. Can we fault you for taking his life? Let's be reasonable.. of course not.
If you secretly got your jollies from killing people in these situations, you'd be a sick person, in my eyes.
Now you might try to say God (specifically the one of the Bible) gains pleasure from killing people? I don't think so. But that is my opinion.
