and therein lies our political differences. Which is funny, becuase I agree with you. I just acknowledge that states are just-as-if-n0t-more inefficeint and corruptable than the federal government. Why duplicate the administrative functions of state programs 50x over? A nice chunk of the cost of these programs are their administrative functions -- leaving such mundane tasks to be repeated by every state reeks of the very inefficiencies put to blame on the Federal government.
Leave the mundane tasks to the feds, leave the appropriation & specifics to the more locally-informed bureaucrats.

The states already have their own administrators. Removing the Feds from the equation removes a huge chunk of the costs.
If you collect welfare, disability, unemployment or other payments (other than S.S.), do you go to a Federal office or a State?
Yup. State. So you already have two layers of costs.

But why not address the heart of the matter:
Government spending ALWAYS is less efficient than private spending because there is no need for government to economize scarce resources.
Government welfare is designed to keep people poor. It is bad for the welfare recipient's self esteem. It discourages productive behavior. Welfare also allows government to (often literally) get away with bloody murder because it is difficult for welfare recipients and government employees to criticize that which hands them funny money.
If you were honest with yourself and thought about it deeply you would most likely concur with the idea that the problems are far bigger than how you have viewed them.

Look guy. If you can't grasp that most of the functions of these organizations are duplicates of each other, thats fine. If you can't grasp:

I understand that you think you are right.
I think you are not.
The Feds have a track record of wasting money. This will not change, during my lifetime I imagine. They should have no involvement in welfare in any way, shape or form. Corporate or personal.
The federal workers are so far removed from accountability, that there is no incentive to improve. While state workers are only slightly more accountable, there is still a difference.
As well, taking from the doers, to give to the do nots, is not a power granted to the Feds by the constitution.
It's not that I don't get what you're saying, it's just that I think what you're proposing is a stupid way to do things.
