House kills industrial hemp bill April 1, 2011 - foxillinois.com
SPRINGFIELD — Imported hemp products like cereals, frozen waffles and T-shirts will remain on store shelves, and industrial hemp will remain illegal to Illinois farmers who seek to harvest the crop.
A majority of House lawmakers this week voted to reject House Bill 1383, which would have allowed Illinois farmers to get permits to grow and to produce industrial hemp. The vote was 28-83 against the measure. “We are importing close to $30 billion of products that we use every single day; clothing, lotions, hair products, physical products with simple fibers,” said the plan’s sponsor, state Rep. Kenneth Dunkin, D-Chicago. “This is a good thing.” Illinois imports many hemp products from Canada, China and Europe, Dunkin said. Members from the Illinois Farm Bureau supported the proposal, which would have allowed the state’s farmers to take financial advantage of a growing market, Dunkin said. The fibers of hemp plants, often confused with marijuana, are used in a variety of products from cosmetics to clothing and food. Dunkin said hemp’s hallucinogenic chemical content is too low to get people high from smoking it. But during debate, one lawmaker said it could be difficult for law enforcement to distinguish hemp from illegal marijuana. State Rep. Mike Fortner, R-West Chicago, voted against the proposal, because he said the species of plant is classified as a “controlled one substance.” “Looking it up, there are nine states that have laws on the books,” Fortner said. “But because of federal rules, no one can grow it because it is not there. So my first question would be: Doesn’t that render this law moot?” Maine, Montana, North Dakota, Oregon, Vermont and West Virginia have enacted laws to allow commercial hemp cultivation, according to Illinois NORML, a nonprofit organization that aims to eliminate penalties for responsible cannabis, according to its website. But even in states with laws that allow hemp farming, only the U.S. Drug Enforcement Administration has the power to issue licenses to grow industrial hemp, according to Illinois NORML. The Illinois State Police could not be reached for comment. State Rep. Roger Eddy, R-Hutsonville, who voted for the proposal, brought up a concern that federal law would trump attempts to grow hemp. “If this bill passes, it sets up the mechanism for the Department of Agriculture to license this,” Eddy said. “But they won’t be able to license this until the federal government lifts, or at least allows, for the growing of industrial hemp, right?” Dunkin countered, citing the historical uses of hemp. “Do you know the Declaration of Independence was written on hemp paper, representative?” Dunkin replied. “Thomas Jefferson, our (third) president had a hemp farm here in this country. George Washington, our first president, grew and cultivated hemp in this country. These were federal presidents.” Former Gov. George Ryan vetoed a similar proposal in 2001.
Dunkin and Dan Linn, executive director of Illinois NORML, hope to reintroduce a similar proposal next legislative session. “Unfortunately the Legislature did not pass this legislation at this time,” Linn said during a press conference after the debate. “But we are hoping that in the near future there will be resolution calling on the federal government to distinguish between industrial hemp and cannabis used for medical and recreational purposes.”
Legislation to legalize medical marijuana, meanwhile, is pending in both the House and Senate.

Good, I don't want my Indiana Bubblegum cross contaminated with low potency or GMO hemp. Everyone likes good weed. Unless they legalize high potency hemp with a soaring sativa high and an early finish for drug, seed, and fiber production that makes a good rope, and shower curtain hash. I'd move to IL to grow some Herojuana or Oregon Gold in a huge field if they were to legalize hemp production. Shower curtain hash sounds pretty good right now!

I HATE THIS STATE!!!! I FUCKING HATE THIS STATE!!!! Though this has nothing to do with mj, we are also rank 50th in the fucking united states for a place to retire in. AKA- Were dead last. We have the bad part of st louis, its the flattest most boring place that I know of, were broke as hell and cant even pay basic bills, so lets fucking get rid of an option for making money. Yes, raise taxes on our business to make us the highest corporate tax rates in the FUCKING INDUSTRIALIZED WORLD and we dont want to make money on the next best thing since corn?

DoDahDay, whatever you think, don't think that things are better to you immediate north. We've got the opposite problem with Herr Kommandant Scott Walker..plenty of giveaways to businesses in terms of tax law, all the while making scapegoats out of thousands of hard-working state and local govt. employees. I'm one of them, and because of this d-bag and his fellow d-bags in the legislature, I will soon be making about $4000 less per year. WTF? I didn't cause this fiscal problem!
Gov is also on a tear to undo decades worth of environmental protection laws. He really, really (really) sucks.

Then fuck both of them! AHHHHHHHHHHH!!!!! Its all about business not people. We are too big for our britches so it comes down to "most money" scenarios or "best PERSONAL interest" decisions. Not even "most money" now. I wish I could just quit sometimes , but I cant. Im under their corporate wing. Raise my family and then live off of twigs (not you twigz( that pun was not intended when I started typing)) and berries. They will probably have started taxing that by the time Im to that point.

Who ever said I wanted to be rich? Maybe Im reading into this wrong. Please let me know. I would much rather have nothing and nothing to worry about in terms of tax this and law that and dont smoke this or that.
Ive built myself into this mess and have to work my way out. Problem is that if I try to live with nothing (at least immediately) and had a family, "they" will take them away and put them somewhere worst(with my ex or foster care so they can be beaten and hurt with little to no reprecussion(check spelling)). Matter of fact, just read about a couple that had been repeatedly sited for beating there adoptees and eventually killed one and had her in a fucking plastic bag in the back of there truck. This is what Id fear most. "They" did nothing til the girl was fucking dead! I will live this shitty way so "I" can raise my children and do what change I can when my family permits.
Lets get back to the facts...Illinois sucks ass!
