saw dust too dusty. fix?

Will be getting some woodlovers soon for outdoors beds. Im lucky enough to have a wood shop just down the road from me that will sell their mill dust for about 4 for a + sized drum bag. Problem is that its too much like dust and packs very easily. Some that Ive wetted down almost turned to a slurry in some spots (obviously too wet but you get the pic.).

What is the best options for improving structure?

Can I get some mulch from tha sto and pasturize it and mix in?

I have shit tons of verm. Option? Wetting and coating. Or perlite? Shit ton as well.

The road crews are beginning to mulch up sapplings. Dont know what kind of trees they are though( aka- if they are suitable.).

Cardboard chunks or balled up cardboard wetted and rolled?

These are all the options that I could think of. Experience needed. These are going to be my special babies. I have a bed of pc going now off of one of the teks posted and am seeing heavy growth now, even for it being in the 50's. Would like to have the same with these. I know I may be starting late but would like to have a perennial instead of an annual ( for my climate).

Of that list, the sapling mulch from tree trimmers is your best bet.

What is the time frame from which its been cut to the point of being useless.  Its been out for almost a month. I believe stamets books state like 2 months from being cut, but I believe thats for logs. Shreddings, I assume, would be much quicker.

Thanks for the link. Only concern is " what is the consistency of the pellets after they are soaked?" Are they straight up dust like or like what most people see as sawdust but to me its more like saw shavings ( not planed wood but chainsawed wood.)

its sawdust...idk how else to describe it lol, its not chunks its really fine wood, like if you were to cut down a tree and see the pile of sawdust..
