Perfect field capacity happens when you apply low to moderate pressure to a substrate and it just drips out a bit of water. You don't want it dripping wet, but you don't want it totally dried out either.

for field capacity, it should have absorbed as much moisture as possible without burst kernals or turning to mush. after soaking and simmering, you rinse it off with clean hot water and then let it dry until field capacity, which you can test for by squeezing a grain and also by eye. when a grain is squeezed, it should give easily under the pressure. the majority of kernals should still be intact. when a freshly loaded jar is shaken, the very moist grain should still act like dry grain, not too clumpy or prone to sticking. a good trick is to stir very often during the simmer and to stop simmering when you notice a few kernals broken. don't forget to rinse all the starchiness off under HOT water, especially if you have bursted grain.
edit: oh you meant the substrate
then yea do what ronjohn said. i would stay on the dry side with the substrate because you can always add more water. a dry verm layer at the bottom helps get the moisture right, if you're doing a casing.

when i prep coir, i take a handful at a time, and squeeze the shit out of it, let go, and another squeeze, then into the bin.. it should only drip once or twice upon a hard squeeze.. i dont think you can really squeeze too hard, but dont squeeze it too many times.. a really good squeeze is all it needs.. super giggity
