BELGIUM TO LEGALISE CANNABIS

BRUSSELS -- The Belgian parliament has voted to legalise the personal use of cannabis, within certain guidelines, for anyone over the age of 18.

The move, which has been the subject of fierce debate in Belgium for the last two years, will allow users to smoke small quantities of the drug in private, provided they do not disturb public order.

Its sale will, however, remain illegal and Belgium will not tolerate Dutch-style coffee shops selling cannabis over the counter. Hard drugs will continue to be outlawed.

The possession of up to 5g of cannabis for personal use will no longer be punishable and police officers who find such quantities in routine searches will take no action.

The country's ruling coalition of Liberals, Socialists and Greens said it had been trying to decriminalise use of the soft drug since 2001.

The new law cleared the final hurdle after the Belgian senate voted by a margin of 30 to 19 to adopt it.

Sorry to be a pain in the ass, but I live (t)here, and it's not gonna change a lot.

Examples:
- the 5 gram info is wrong, there is no clear limitation, it says 'quantity for personal use', which in practice depends on arbitrary judgement by the cop who 'catches' you. Formerly, it used to be the judicial department of your home town who decided on whether to sue or not, so that's not a big change. I got caught on the Dutch border a few years ago with 30 grams of weed and 5 grams of shrooms. The cop asked where I lived, and when I told him he smiled and said I would never hear of it again (he kept the weed and shrooms though ). And he was right, they never sued me, but I could have gotten fined heavily if I had lived elsewhere...
- you're not allow to possess or smoke anything in a place where there are underaged kids (18-). Meaning: you can smoke at home if you don't have children, and that's about it
- your drug use cannot cause any disturbance, which is again a very vague legal notion, bound to give way to arbitrary decisions

etc.

But admittedly, it's a little step forward in the worldwide social acceptance of legalisation.
