if you can afford hd650s, you can probably afford a used udac (I prefer the first gen over the second gen, more power and more tame highs). I bought mine new, but you can find them used for like 70 bucks

Wow dude, you have $400 headphones with no amp? HD650s need an amp or they'll sound like SHIT. You literally would've been better off with $50 cans than HD650s that you can't drive properly.
And the Shure IEMs are incredible. I have a 4 year old pair I still use all the time.

I'm looking at getting some Beyer DT880 premium 600 Ohm and a E7/E9 combo. Would you say that is a solid setup? This will be my first set of real audiophile headphones.

The e9 can drive my sextetts which are known as possibly one of THE hardest sets of cans to drive and it sounds great. With the dt880 you'd probably only go to like 9 oclock on the dial.
I'm not a huge e7 guy, personally, I use my udac instead, but the e7 ain't bad since you can also take it out to drive things like IEMs on the go. The e9 sounds kinda... bass light, so keep that in mind. I prefer my dt770 250ohm out of my udac because the udac keeps a lot of the bass. Any reason the 600ohm over the 250? Some people say there's a difference, but it really depends on which version beyer sends you (they don't always say) there's bass light and bass heavy dt770-dt990 drivers

Would the E7 be able to drive the 600Ohm DT880s on their own? I thought that would be a nice little bonus to having the E7/E9 combo if I wanted to take the phones on the go.
I'm also a little confused to the difference between the E7 and the E9 - why do you need both? From what I understand the E7 is a DAC and the E9 is just an amp? Can the E9 be used without a DAC (does it have one built-in)?

the e7 cannot drive them on their own, the e7 is actually a pretty weak amp. I used to use a mini3, but that could barely drive my 250 ohm cans. The e7 is nice on the go for lower ohm, I would't trust it for more than say 80. Like right now I'm looking at custom IEMs, and they're up to like 100 ohms for some of them, so I need another portable, but I won't go for the e7 because it isn't strong enough. Depending on your portable source, it might be nice for your iems.
you don't need both. the e7 is a dac and portable amplifier, the e9 is just an amplifier which can have a dac plugged into it. There might be a USB port on the e9, but that is only to be used with the e7. Think of the e9 like a docking station for the e7 that can also be used with other sources. It is nice to have both if you don't have a very high end source or dac though.

For around the same pricepoint (~$200) can you recommend a better amp/DAC to go with the DT880 600ohm? I'm going with the 600 cause I've read on various hi-fi forums that they sound much better than the 250s.

There is a difference, but it isn't much, honestly. at 200$ you won't find a better amp/dac that doesn't flavor the shit out of the sound for 600ohm cans. You can try, but I'd be shocked if you found it. The hifiman amp is okay, but it's tube and it's known for being really colored
