bleach?

If there was a small rubbermaid in a larger rubbermaid filled with water, how do you go about keeping anything from growing in the stagnant water? Will bleach work? They have this great little fogger (I believe ultrasonic) they would like to use in that water, will the bleach (or anything else) from the water be a problem? Or should they mist with fresh water, and only use the water bath for temp control?

I have that little mister, its great. a tiny bit of bleach in the water is ok, if you can smell it you used too mucht. I myself boil the water for about 15 minute before I use it to make sure everything is killed.
