no, it would come from the resistance on the turbine. a ball falling due to simple gravity isn't enough to spin a turbine.

the ball falling is only half of this theoretical design. if this machine was possible, the energy would come from the buoyancy of the balls in the liquid rising.
actually if the balls were filled with a lighter than air gas, then they wouldnt fall under their own gravity anyways depending on the weight of the container of the gas.

It wont spin because of the resistance of the ball entering the water. Take away the generator, consider the pullies to be frictionless and consider the situation... The balls in the water have a buoyant force equal to the weight of the displaced water. When a ball leaves the water, you get an amount of energy equal to the buoyant force times the height of the ball. The ball entering the water has to do work to enter the water, because it has to displace water. The amount of work it has to do to enter the water is the buoyant force times the height of the ball. So in an ideal situation the amount of energy you get out is equal to the amount of energy you put in (as always). Now put the viscosity of the water into the situation, and friction of the pulley and you now have an under unity device.
