Yes they can...its entirely their choice to become dogs of the law and enforce it.
Cops can't change what the law is. You can.
Bullshit, they can change it just as well as I can.
And regardless of changing laws or not, police CHOOSE everyday which laws they enforce. If they did not they would be tied up writing traffic tickets, jaywalking tickets, etc. Police CHOOSE every day to fuck people over for possessing/using controlled substances, and I'm not talking about police quitting their jobs. I'm talking about them turning a blind eye to victimless crimes.

Doc_T seems to think the police are mindless drones incapable of making rational, humane choices such as not chasing after people committing victimless 'crimes'.
Oh wait, he's right.

everytime I come across a nice, level headed cop, it catches me off my guard. 9 out of 10 times you can tell the nice ones are newbies though-soon to turn into jackasses. probably because they realize that everyone fuckn hates em

What the hell does child neglect have to do with anything? Was there something else going on?

I don't know if this is true for every state, but if you are brought up on certain drug charges it counts as child neglect (pretty sure its only felony charges or something)

So does this also mean when you have alcohol in the house? Or alcohol induced violence does not count as child neglect.
