i used to operate a paintball field
we had people selling food outta their cars all the time
it works fine until the health and safety people come up
then they go all nazi on your ass
but if your just running a tiny little operation
nobody will notice

Quesadillas of the veggie sort appeal to hippies. Transporting and storing ziplocs of homemade tortilla shells would be easier and cheaper than buying and transporting loaves of bread. Dice up daily portions of available ingredients prior to going and make to order.....with gloves.

My only concern would be keeping the cheese sealed and cold and free of mold. (Also, the butter or whatever you're using to grill.)
Otherwise, it seems like a safe and somewhat straightforward operation.
