One goes in to a room, sits down indian style, closes their eyes and sits there in silence for 25 minutes. Would you call this a meditation? Further more do you think one can better their life by sitting in silence for 25 minutes a day?

Ehh... Kind of. Not really a productive meditation. Unless you are sitting there in inner silence as well. But just sitting there quiet and letting your mind think and think without investigating it seems like wasted time sitting down.
And I know people can better their lives by 25 minutes of meditation a day. Meditation has changed me, and I started sitting about 30 minuets a day - but now I am up to 3 or 4 hours.

at the very least just sitting down in silence is stilling you, putting you into some form of trance, and opening space in your life. As long as you're there you might as well find an object of concentration such as the breath or your being. But yeah, I'd still call it meditation, and you would certainly benefit from it. I've had plenty of meditations were I couldn't quiet my mind at all, and I think they still helped me quite a bit.

I think it depends on what the person sitting thinks of it. If he thinks it's meditation, it is, and if he doesn't, it isn't. It very well could improve a person's life in that case.

Everything can be meditation. One can better their life by learning to sit down and meditate 5 minutes a day.

Meditation is a huge thing with many subtleties involved.
To make the best of it, it is a good idea to get some instruction from a teacher.
I suggest listening to Shinzen Young's 'Science of Enlightenment'.
He explains with in a unique crystal clarity the approach, the need, the use, the paradigm, the everything of meditation with a scientific taste!
