Cactus dying, help!

well my foot tall san pedro is dying.... the base is turning brow/black and becoming soft... i have no idea what's causing this..
i have it in a pot of miracle grow cactus soil/desert sand... my concern is that the roots aren't developing... also, should i just cut off the dying part and replant the new cutting? HELP!

if i were you, i would cut off the upper good part, LET IT CALLOUS and try to root it. you almost certainly won't save the one you have.

follow bilge's instructions: cut off (WITH A STERILE BLADE) THE affected part, and a little more just to be on the safe side. then place the cutting in broWn paper bag or cardboard box, and leave it at ambient temp for 2 weeks or more. this will allow it to develop a callous over the cut. then you may try rooting it again

I'm not so sure that will help, if the base of the cactus is very mushy and brown black then it's a goner. Nothing will help it, time to abandon ship and take a cutting. I've had this happen to my many a time. It's as a result of watering too much.
