Its not that easy, but I do agree. However, we don't have the oil reserves necessary to compete with the gulf countries. Remember, when you talk about 'us' you talk about people in our countries that invest in oil production. Now obviously we could give subsidies to companies to produce oil for us, however, that would cause problems in itself, as the money needed would be in the trillions to even begin providing a large part of our oil needs.
The second thing is that the companies that would be in the industry would have to outcompete the middle east, which is very very difficult.
Not only that, but it would take a minimum of 5 years before we get the refinery/extraction technologies up and running.
Non-interventionists approaches = no dice.
