can a 13-gallon fuel tank hold 20 gallons??...

i was shocked to find that the answer to the title is a resounding "yes".. when i filled up 3/4 of a 13.2 gallon tank..and it was 15 gallons...
thats because a "gallon" is a unit of volume..not a fixed amount of gas...and that raises the chilling possibility that shady gas dealers are using sudsing agents and aerators to fluff up less gas into a gallon.. with the balance being empty air...
if you fill up your tank slowly..so that the suds have time to break down.. you will find that 20 gallons can easily fit into a 13-gallon tank...in other words..your paying for 20 gallons but your only getting 13...the sign says $3.509/gallon.. but the price of the gas without the air is $5.2545/gallon...

Before jumping to conclusions, why not test the meter on the gas pump against a known standard? For example, buy a graduated gas can and bring it to that same station and use the same pump to fill it to exactly 1 gallon. Compare to what is on the pump's meter.

thats exactly what i did.. because i know for a fact that my fuel tank is 13.2 gallons...and that means it should never be possible to put 15 gallons in it even if it was completely empty.. let alone if it was still 1/4 full...

the fuel tank capacity is given in the vehicle documentation aka the owners' manual...the fuel gauge read 1/4 of a tank.. and while fuel gauges are notoriously inaccurate..it should still be impossible to put 15 gallons in the tank irregardless of the reading on the fuel gauge...

Just so you know, 13.2 imperial gallons = 15.8 US gallons.
Again, are you sure there isn't a discrepancy in the unit of measure?

Is it also possible that other parts of the fuel delivery system could be holding that "missing" gas?

how do you know the owners' manual is wrong and their not fluffing up the gas??...OTOH..vehicle specifications can change and the OM often doesnt keep up.. in which case your car dealer should be able to provide that information...

Fuel tanks are often rated from the intake up, so if you somehow emptied your car more completely than normal (by parking it on a curb, for example) you may have emptied dead space under the intake. Some fuel systems also have expansion volume built into their rated volume. Used cars also sometimes don't have stock gastanks.
Cars also have wiggle room in their gas gauges - having the "e" on the gauge be the actual empty point for the fuel system would be a disaster.
Further, gas gauges even when grossly accurate aren't necessarily fully correspondent. In other words, 1/2 on the vehicle's gauge doesn't mean there is EXACTLY 1/2 in the tank - the top quarters of gauges are often pretty fiddly this way.
Someone doing what you imply would be quickly caught by a trucker or someone with a pickup - a difference of a few gallons in a small car could be 50+ dollars to someone with a big tank or multiple tanks.
Also, a sudsing agent would have to be . . . pretty damn sudsy to foam gas, it would more likely just make suds on the top

I looked into it because even though I dont drive a car, this would be a big economic scam and adversely affect a lot of people.
The foam is caused by a hole in the fuel pump nozzle which is there to make the fuel flow more freely. This happens AFTER the fuel has passed the gallon counter.
Foamy fillup or no, you pay for the amount of gallons of liquid gas that passes the meter, without suds.
I even found a youtube video demostrating that you can cover the aeration hole of the nozzle with your finger when its on half speed, and eliminate the foaming altogether.

Fill up at coldest temperature [er duhh liquid is most dense at most cold] and at slowest speed [reduces air] at least and you will the most gas or water for your money depending on what is in the tank...
