I owe bank some money, which i am working on re paying, but it made me think - i want to buy a book about weed on amazon but i am sure they track all my financial activity connected with my card. So they will see me doing shopping and can they check my amazon account and then say - ho! this geezer wont pay us money cos he says he aint got but here he is buying a book about weed!

I can't see why a L.aw E.nforcement O.fficer would check your bank account because you owed your bank money.

Warrant = easy searching. No warrant, local PD isn't going to get far. Most business cooperate with LEO though, it just makes sense. And your purchases are not confidential.
So anything you're sketched out about, don't buy online or with plastic.

I doubt it's the start of anybody's case, but I can imagine it getting checked as part of another investigation.

ebay: they proactively attempt to fuck up your privacy and tell "law enforcement" your private details. They've bragged in the past about not requiring warrants for this. Presumably this includes chinese dissidents being ratted out as well- anything to help "law enforcement"
amazon: I've not heard of anything. Most banks don't have a whole lot of info about the reasons and nature of the charges on lines of credit they make available. Typically unless the charge is disputed, the details kept by the bank are minimal.

It is a little dangerous to keep your savings in a bank where you have a loan you're behind on. I'd get a second bank account - at a credit union if possible.

A better route would be to go to any bookstore like Barnes & Noble or your local bookseller and give them the name of the book and have them special order it if they don't have it on hand (I have found a marijuana grower's guide at Borders just sitting on the shelves before). They'll ask you for a way to contact you and you can give them a fake name, fake email/phone number and ask them for an ETA of when it will arrive. Don't worry about them not being able to contact you. Just call them back every day starting a day or two before the ETA and ask if it came in and when it does go pick it up and pay in cash.

It would have to be a really big deal man. No cop is ever going to do that. I mean maybe if the cop sees your power bill, they might get a warrant. I mean cops are retarded, you could catch tons of weed growers by visiting the homes of people with high power bills and knocking on the door.
All the people stupid enough to answer with any smell whatsoever; busted. Why? Most people are scared of police and admit to doing something wrong or better yet letting them in to search the place; rofl.
Police work purely on the psychology of inferiority. You feel inferior to them, not sure why you do, and that is why you get busted; At least in most situations. Other time's I feel people are busted by the police because they internally feel their lives are so messed up and need help; or society overwhelms them and internal guilt takes over.
I'm sure their are exceptions. Maybe they have a special police task force to hunt down people on the internet. Why would anyone buy a book on Cannabis, when hundreds of millions of webpages exist with free information. I've learned everything I know about Cannabis and Mushroom Cultivation with the exception of the Mushroom Cultivator from Paul Stamen's. Ironically which police took that book when a small medical cannabis grow was destroyed by them.
On the other side, so many people buy the book it's impossible for them to hunt everyone down; just impossible. Buy the book, support the author if you desire. The internet is scattered, but you can learn literally anything just with the internet these days with competent search skills.
If I were you, I'd just play it cool and focus on if you ever get busted, either shut up, or act insane. Acting insane, as in suicidal is an excellent way to not stay the night in jail and spend it in a mental facility (it sucks less trust me). Plus getting arrested is traumatic if going to jail in the first place makes you suicidal.
