What temps is it kept at? How was your liquid culture made?
I would just wait a few days. I made liquid cultures that took a little bit to show growth for some reason ( bit faster then spores tho). Just wait and see  Get ready to make more bags just incase.

The bag is stored at 75 degrees and my lc was made per the baby bottle tek which i tested on a regular pf cake and it was fine

Could it be the bob red mills 10 grain bread mix? I thought it would be fine but one of the ingriedients is salt. Maybe thats why?

I would just let the bag chill and hope it does its thing soon. In the mean time, go get more supplies and make a few bags this time. Making just one sucks, if it fails it fails.

OK, your substrate might have been a bit dry, but as far as initial colonization goes this is not usually a problem. (I find that growth can stall from dryness though)
Wait it out, and take notes for the next attempt.

No, Field Capacity is a few drops to a small stream or rivulet of water coming out of the material when you squeeze the substrate in your hand.
7 days is too long for LC to not show signs of recovery. 75F is a high colonization temperature, as well as, 15psi for an hour and a half, too short of a sterilization cycle for a substrate bag that large. Use agar instead of LC or at least use light malt extract as the nutrient source for your LC. Colonize substrate bags larger than 3 quarts @ 70F or below.

Depends on what psi your PC can reach. If you can reach 20 psi's, I'd PC for 2 hours at 20 psi's.
If all your PC'll reach is 15 psi, best bet on a substrate bag that large and dense would be to PC for 3 hours at 15 psi's to be sure the internal core of the substrate reaches and holds the proper temperature for the correct amount of time.
