ok so their is hot plates, and heating pads im assuming your talking about a hot plate and they will work if if fits your pc
check google and see how hot an avg stove top gets
then check how hot your hot plate gets
if it fits it will most likely be fine (basically guaranteed), just takes a bit longer to get up to pressure

can i ask why you cant use a stove top ?
can you not have your parents knowing your growing shrooms in their house ?

im guessing he/she is in a dorm room.

The temp the plate can achieve has nothing to do with what it can boil for the most part. BTU's are what determine that, 23 quatrs is a huge pc, and im not sure if a standard hot plate will do the job.
My advice: get the plate at walmart and return it if it doesnt work...?
Wally is great with returns, i actually got my PC there, cooked up about 30 jars and returned it... And im going to keep doing it until i feel like keeping the pc

i know nothing about btu and ill openly admit that, but asides all that i can "maintain" 15 psi for an hour at setting 3.5 out of 10 on my stove
mind you its on high for about 15-20 mins before that

and about the above poster said, why not look into btu
knowledge is power after all

Just FYI-
The British thermal unit (BTU or Btu) is a traditional unit of energy equal to about 1 055.05585 joules. It is approximately the amount of energy needed to heat 1 pound (0.454 kg) of water from 39 °F (3.9 °C) to 40 °F (4.4 °C) [1]. The unit is most often used in the power, steam generation, heating and air conditioning industries. In scientific contexts the BTU has largely been replaced by the SI unit of energy, the joule, though it may be used as a measure of agricultural energy production (BTU/kg). It is still used unofficially in metric English-speaking countries (such as Canada), and remains the standard unit of classification for air conditioning units manufactured and sold in many non-English-speaking metric countries.
In North America, the term "BTU" is used to describe the heat value (energy content) of fuels, and also to describe the power of heating and cooling systems, such as furnaces, stoves, barbecue grills, and air conditioners. When used as a unit of power, BTU per hour (BTU/h) is the correct unit, though this is often abbreviated to just "BTU".[verification needed]
The unit MBTU was defined as one thousand BTU, presumably from the Roman numeral system where "M" stands for one thousand (1,000). This is easily confused with the SI mega (M) prefix, which multiplies by a factor of one million (1,000,000). To avoid confusion many companies and engineers use MMBTU to represent one million BTU. Alternatively a therm is used representing 100,000 or 105 BTU, and a quad as 1015 BTU.

just copied from good ol wiki.

1 watt = 3.41214 BTU/h

So pay attention to the watt output of the burner. I THINK my portable
stove top is 1300W so it runs at about 4435BTU/H. This powers my 22L
PC just fine.

Just be careful to stabilize it so there is no way it can possible fall off.

You would also be wise to make a heat shield if you are using it on
a counter top, otherwise you may damage it. I use a piece of sheet
metal cut to the size of my portable range on top of a folded towel.
