Humane? Inhumane? Responsible?

So today while my wife, 5yo son and I were filling up at the gas station in town we saw something rather boggling.
A big dog got hit by a vehicle about 100 yards down the street. I got back to the car after paying and my wife said that a deputy sheriff just unloaded a round into the injured/twitching animal. There was stopped traffic and to bystanders that were less than 10 years old that watched the officer finish him off. There was no animal control to be seen.
As we pull out from the gas station I could see from 60 yards away or so the bio mass left on the side walk from the kill. It was disturbing to say the least.
What do any of you think about this? I for one, hope the fucking officer gets some sort of infraction. If the firearm deemed necessary by the officer was truly needed he could had at least took the animal to the huge empty dirt parking lot just a short distance away rather than spill the animals insides on the sidewalk and in front of public and the 2 young children.
What say ye?

He had to put the dog out of it's misery.
Have you ever tried to pick up a hit dog? I have. it's impossible without a pole snare.
I've seen it done to deer that have been hit, but never a dog.

I only hope im granted the same compassion when those final moments hit me. That officer was smart. Hate all you want but he stepped up, and had the brains to realize somethings are better than a life totally fucked up (assuming the dog would of actually lived, and not just stayed alive miserable as fuck for hours only to pass soon after).
+1 for law enforcement

Slashed! I guess you are probably right. Idk, I've never seen something like that done in public. If I were the dog or the cop I guess I may had done the same. You are also probably right about moving the animal. Didn't think about it much I guess and it's been on my mind since we got back. I appreciate the steering of my reactions in a better direction though.

Humane. He did the best thing for the animal. Taking it away and causing who knows how many more minutes of deathly suffering just so he can save people from seeing it would have been the definition of inhumane.
Nobody wants to see that. But it was the right thing to do.
