Being a (formerly fat, recovering) American--and one native to New England, to boot-- I can verify this claim. (Sam Adams is Headquartered in Boston MA)
They made a huge deal about this beer when it was released, because of the fact that it was rated highest natural % in the world. Don't know if it still holds that spot, though.

I can't find anything specific, but I know I've seen videos where Jim talks about finding the right yeast for the job because in the early trials the alcohol kept killing it.

To get Tactical Nuclear Penguin and Sink the Bismark state side it'll cost about 250$ My co-workers put a pool together for two bottles. I'm pretty sure they freeze distill the beer.
But people could also make beer schnapps by distilling beer then adding some beer back to the distillate for flavor.

Yes its bollocks that they add more alcohol to the mega beer.. this is how they make the alcohol in the beer stronger without adding more alcohol...

I'm definitely going to try and get some friends in on this if your reports are favorable. 
I had a brew a couple weekends ago, I can't remember too much bout it, but the place limited you to 1, 10oz glass. Had real strong buzz after, it was like shots of beer, very tasty though. The words wheat, milk and stout are vague in my memory... had more drinking to go. 
Also had a Redhook Eisbock 28 on a camping trip recently , which wasn't bad at all that. Made in a similar process, just not to that level.

I saw a Tactical Nuclear Penguin on the shelf at a bottle shop recently but $99 for one bottle of beer is too much especially based on the terrible reviews I've read.

I have tasted that 'dog food' taste you describe in really strong and thick beers, its not my favorite.

Assuming there's enough off flavors there to be concentrated, a buddy of mine had a shit ton of a beer he'd brewed and decided to get experimental. He had it stored outside during the coldest days of winter and removed a substantial amount of ice, he bumped a 9% beer up to 21%, it was actually still smooth as can be, really snuck up on me though. It was a sour beer too (purposely sour, not infected ) I was worried that the lactic acid in it would be concentrated too much but it wasn't overbearing at all.

Only in Scotland would you find the strongest beer in the world. I don't think any stores around here supply it. I think the only way you're going to get your hands on a bottle of this would be to order it from them directly.
I've got a feeling the beer would taste like shit but I sure bet it does the damage!
