FBI agents arrested the head of the Mesquite police narcotics unit Thursday in an undercover sting after he was caught on video pocketing $2,000 from a bag of cash during a staged traffic stop, authorities said.

John David McAllister, 42, a 21-year department veteran, could face up to 10 years in prison if convicted of stealing money belonging to the government.

He made his first appearance in court Thursday afternoon before U.S. Magistrate Paul Stickney. Dressed in a blue T-shirt and knee-length gray shorts, the handcuffed and shackled McAllister acknowledged that he understood the theft charge against him. His defense attorney, Laura Harper, a federal public defender, was granted a continuance in the case until Thursday. McAllister was released until that hearing on his promise to appear.

Neither Harper nor McAllister would comment as they left the federal courthouse in downtown Dallas.

McAllister has been placed on administrative leave, and the department is reviewing past cases in which he was involved, said Lt. Bill Hedgpeth, a Mesquite police spokesman. Hedgpeth said that Mesquite police were aware of the FBI investigation of McAllister.

Authorities said that after McAllister took the money during Tuesday’s sting, agents followed him to a mall where he bought a $480 watch with some of the cash.

In December, the FBI’s public corruption squad received a tip from an unnamed source that McAllister had been stealing money found during the execution of narcotics search warrants, according to a criminal complaint unsealed Thursday.

FBI spokesman Mark White would not comment on how long agents suspect McAllister had been stealing money on the job.

On Tuesday, FBI agents summoned McAllister to help them process a vehicle that he was told had been pulled over. It was wired with video cameras. Inside there was $100,000 in cash bundles.

Agents asked McAllister to drive the vehicle to the Mesquite Police Department, where it was to have been impounded. McAllister was caught on video taking one of the $2,000 bundles and stuffing the money in his pants.

At the police department, the remainder of the money was processed, and McAllister left. With agents secretly following him, McAllister went to Town East Mall in Mesquite, went inside a store called The Buckle and bought the watch.

The criminal complaint states that McAllister, who supervises Mesquite’s four narcotics officers, routinely went to places where search warrants were being served and helped process vehicles thought to be involved in drug deals.

He has also worked with U.S. Drug Enforcement Administration agents on cases. Officials with the Dallas DEA office would not say Thursday whether they would review cases in which McAllister was involved.

Gary Westphal, a retired Mesquite police chief who served with the department for 36 years, expressed shock and sadness at McAllister’s arrest.

“I’m actually taken aback by it,” Westphal said. “I hope that the allegations are not true. I’ve known this particular officer his whole life.”

Westphal, who retired as chief in 2008, said he assigned McAllister to head the narcotics unit about five or six years ago.

“He was as solid as a rock,” Westphal said. “He’s always been a straight arrow. I would have never dreamed that he would have been arrested for anything.”

McAllister began his career in Mesquite as a jailer in the mid-80s. Married with two children, he comes from a law enforcement family: His father is a retired Dallas police lieutenant and served as police chief in Gilmer.

I thought corruption is impossible to exist in the police dept. because they take an oath before going on the force, surely they wouldn't lie after taking an oath.

:lol: There are so many rich police officers out there from offering protection for rackets and pocketing seized drugs an cash.

History repeats itself; why are so many so blind to the injustice/ corruption.  I guess its the same reason we've been so blind to injustice/ corruption in the past; history repeats itself.

Good riddance. Mesquite definitely has some crooked motherfuckers. So does Rockwall. They all take shit from traffic stops in the boonies because the good ol boys pretty much have free reign out there. Maybe next time they'll think twice about that.
