How to tell if substrate is moist enough???

Hi i recently started fractional sterilization on a WBS jar.. i could see a little water at the bottom before i put it in the jar and covered the jar..

after i steamed it the substrate looked kinda dry so i opened the container while it was steaming .. lol.. and i added some of the boiling water to the substrate.. a couple days later it looks kinda dry.. i have four-layers of aluminum foil on top of the container w/ rubber bands tight around the foil..

i need an answer sorta quick.. i plan on innoculating my jars if everything is OK...

kramer says if you read the faq you would know that you need a pc if you want to work with grain(wbs).
good luck anyways
you may try adding some(wbs) to the regular pf mix(brf/verm) and baking it at 350 for 1 1/2 hrs that is if you don't mind a 50% contamination rate
at least thats what kramer says
