interference isn't uncommon. If you're hearing it in your speakers, try shielding the wires and the source of the audio (cd player, etc).

A not so uncommon source is from radio transmitters for police, fire, etc use. Do you know if you live near a dispatch tower? Any close neighbors who like doing electrical projects? I nearly made a plasma arc speaker until I realized the amount of EMI it puts out is HUGE. Like piss off the neighbors huge

also, if you want to do a ghetto shielding on your cables, take a 28awg or so unshielded copper and run it coiled around the outside of your cable. Theoretically it'll pick up the majority of the interference before it makes it to the inside of the cable which is where you'll hear it

I can see this thread is attaining a high level of discourse on a number of sensitive political topics.

I guess you could be right. I have no idea what the neighbors are doing. But I'm not worried about blocking anything. It happens rarely. But it's always the same sound, so it makes me wonder. And I swear I hadn't ever heard it before a year or so ago.

could be a capacitor that went bad in something that only intermittently acts up causing an arc and releasing EMI, could be a gajillion different things. As long as it's not annoying and it's not strong enough to damage anything, who cares
