Is there a species of mushroom out there that bears strong physical resemblance to psilocybe cubensis WITHOUT having any psilocybin, psilocin, or hallucinogenic qualities?

Nah, just sounds like a noob mushroom hunter.....I am a noob and have ZERO knowledge of identification....But from what I have read yes, there are mushrooms that look identical

Yes there called galerina's
galerina autumnalis and galerina cinnamomea pholiotina filaris also

You can still get charged the same if you get caught selling a placebo as the real thing.

yes if you get caught selling them,
but if you get caught with a bag of mushy's that you just happen to have...they couldn't charge you for them.

The golden cap of dried P. cubensis is quite characteristic of this mushroom. Dried P. cubensis should be a pretty easy ID. National Audubon Society Field Guide to North American Mushrooms lists no look-alikes.

My goal is not to sell people fakes... I'm willing to bet that the police wouldn't know the difference between a P. Cubensis and a fake.
You could rent an apartment for cheap, set up a huge proxy grow with a gallerina, tip off a neighbor to illicit activity, then watch and laugh as the gang busters spend thousands of taxpayer dollars ridding the world of non hallucinogenic fungus.

The main waste won't be the waste of money to set up that grow. It'll be the money you spend on lawyers and/or the time you lose trying to defend yourself against all the charges they decide to come up with, especially if they happen to find anything else illegal in your home when they bust your door down.
It'll also probably cost you time and money to get back your computer and everything else they seize.
