If all the cops in a city decided to stop looking for drugs, what would they do? It's not like they can fire all the cops at once. It'd be anarchy! Civil disobedience has more power to change the world than a bunch of talking heads on Capital Hill.

I highly doubt that. First of all, it wouldn't happen because most cops know that their line of work is hugely dependent on the drug war. Without the drug war, their budget and jobs would suffer greatly.

It has sort of already happened in Seattle when it comes to personal amounts of pot. Of course with the laws provided, it allows for a cop to pick and choose when he wants to listen to his chief of police, and when he wants to listen to the governing body.

the feds would bring in more DEA officers, the military and others to enforce drug laws, the whole concept of the war on drugs was a means of circumventing posse comitatas, it allows troops act as cops to enforce drug laws

When the military is used to enforce the drug laws, that's when the second amendment's true purpose comes in to play. It's not a human right to bear arms, but the fact that we need armed forces to protect our interest means civilians must also be armed in case those forces are used against the people.
It's messy, but civil disobedience is still the only way to really change anything. Otherwise, the establishment will do whatever it can to hold on to the status quo.
